Mr. Hales is a strategic planner
and experienced project manager with a focus on livable communities,
transit innovation, and public-private partnerships. As Commissioner
of Planning and Transportation for the City of Portland, Hales
established a record as a national leader in the integration
of land use planning and transportation project design, in pedestrian
and transit-oriented development, and in innovative financing
for infrastructure projects. He has become a national resource
for the American urban renaissance, helping cities craft the
policies and investments which make them more livable, sustainable
places. His background includes leading the team that built
America’s first modern streetcar line, as well as creating
a wide variety of citywide and neighborhood plans. His public
administration background also equips him to help implement
these plans, developing financing and public information strategies
for transit projects and other community investments. Since
2002, Hales had led HDR’s streetcar practice, assisting
over a dozen U.S. and Canadian cities in planning and implementing
new streetcar lines. HDR is now the industry leader in streetcar
planning, and Hales has built a team of HDR technical staff
to support this national streetcar renaissance. In addition,
Hales helped organize the Community Streetcar Coalition, and
is an active member of the New Starts Working Group. |

Rally for Clean, Affordable Transportation Alternatives
Details: We need your body at the Rhode Island State House North
Steps to demand better public transit, bicycle commuter routes and
signs, and sidewalks and crosswalks. Rhode Island continues to go
into deeper and deeper debt in a futile effort to build our way
out of traffic. But real solutions exist. Join other Rhode Islanders
as we demand clean, affordable transportation solutions.
